Position Overview
We are seeking a dynamic, senior‑level Engineering Manager to lead our Water & Wastewater portfolio, with a specific focus on PFAS (per‑ and poly‑fluoroalkyl substances) treatment projects. This role blends technical expertise, strategic leadership, and client partnership in a hybrid work environment (three days on‑site, two days remote). You will be the driving force behind the design, execution, and delivery of large‑scale municipal and industrial water‑treatment initiatives, ensuring the highest standards of safety, sustainability, and regulatory compliance.
Key Responsibilities
- Project Leadership
- Direct the end‑to‑end engineering lifecycle for multi‑disciplinary water‑treatment projects, including PFAS removal, advanced oxidation, membrane filtration, and carbon‑neutral solutions.
- Develop complex engineering deliverables—design calculations, specifications, process flow diagrams, and construction documents—for projects ranging from $5 M to $200 M.
- Oversee budget formulation, cost control, schedule management, and risk mitigation across all project phases.
- Coordinate cross‑functional teams (civil, mechanical, chemical, electrical, and environmental engineers) to achieve seamless integration of design and construction activities.
- Team Development & Mentorship
- Recruit, onboard, and develop a high‑performing team of engineers, technicians, and specialists.
- Provide technical guidance, performance feedback, and career‑growth pathways for junior staff.

- Client & Stakeholder Management

- Lead research and development activities to evaluate emerging PFAS treatment technologies, pilot‑testing protocols, and data‑analytics tools.
- Author technical papers, white papers, and internal guidance documents that advance Black & Veatch’s thought leadership in water sustainability.
- Drive implementation of digital twins, smart‑sensor integration, and real‑time monitoring systems to optimize plant performance.
- Management & Administrative Duties
- Review and approve engineering work products, ensuring compliance with industry standards (AWWA, EPA, ISO) and internal quality procedures.
- Oversee hiring, disciplinary actions, and compensation recommendations for direct reports.
- Participate in strategic planning sessions, contributing insights on market trends, service line growth, and talent acquisition.
Essential Qualifications
- Education: Bachelor’s degree in Civil, Environmental, Chemical, or Mechanical Engineering from an accredited institution. Advanced degrees (M.S. or Ph.D.) in Water Resources or related fields are a strong plus.
- Professional Licensing: Active Professional Engineer (PE) license in the United States (or eligibility to obtain within 12 months).
- Experience: Minimum 8 years of progressive engineering experience in water or wastewater treatment, with at least 3 years in a supervisory or project‑lead role.
- Technical Proficiency: Demonstrated expertise in PFAS remediation technologies, process design, hydraulic modeling (e.g., EPANET, WaterGEMS), and regulatory frameworks (Clean Water Act, Safe Drinking Water Act).
- Leadership Skills: Proven ability to manage multidisciplinary teams, mentor junior engineers, and foster collaborative environments.
- Communication: Excellent verbal and written communication skills, with a track record of delivering clear technical presentations to diverse audiences.
- Mobility: Ability to travel to client sites (approximately 10‑20 % of the time) and work onsite for key project phases.
Preferred Qualifications
- Master’s degree or specialized certifications (e.g., Certified Water Professional, PMP).
- Experience delivering large‑scale municipal PFAS treatment projects, including design‑build and design‑bid‑build contracts.
- Background in sustainable or carbon‑neutral water solutions, such as renewable energy integration or zero‑liquid‑discharge systems.
- Familiarity with digital engineering platforms (BIM, GIS, cloud‑based data analytics).
- Previous consulting experience with a reputable engineering firm or government agency.
